Pehle ke attempts mein government departments ke beech coordination ki kami ki wajah se problems aayi thi. May 2023 mein previous tender reject kar diya gaya kyunki bidders ne allotted cost se bahut jyada price quote ki thi. Larsen and Toubro, lowest bidder tha, jiska bid Rs 8,740 crore tha, jo railway ke Rs 5,000 crore ke estimate se zyada tha.
