kam ho gaya hai kyunki Railways directly electricity le raha hai, aur unke infrastructure ka use bhi Railways kar raha hai, isliye unhe compensation dena chahiye. APTEL ne decide kiya ki Railways ke pass actually electricity distribution system hai, isliye surcharge dena padega. Isse shayad passengers ke ticket prices badh sakte hain.
