This 55 percent subsidy calculation is based on 2019-20 data, which is peak COVID-19 year when the passenger business went down. In regular year like 2018-19, passenger revenue was 51000 crores and in FY 2024-25, the passenger segment revenue would be close to Rs. 90000 crores. Now, if we estimate for current financial year the revenues are around 75000 to 78000 crores. Hence, we safely conclude that the passenger revenue subsidy would have definitely come down to 25 percent. The daily average trains operated by IR before COVID 19 were around 13500, and currently IR operates around 10500 daily average trains. IR has scrapped around 1300 passenger class trains, 1200 mail/express trains on unviable routes and also upgraded 500+ passenger trains to Mail/express trains. This has improved realisations and reduced the operating expenditure.

Overall, IR has adopted a good strategy for improving passenger revenues by curtailing unviable routes, conversion of passenger to Mail/express, mix of AC berths increased to 40 percent from around 10 percent in reserved category, introduction of VB trains, etc. IR will reach the zero loss in passenger segment in the next 3 years, provided they also increase Second class and Sleeper class fare by 15 to 20 percent after the elections. This will make this segment also viable and add to lower middle class using IR for long distance travel and also make IR servicing all the segments.

Regular saal jaise ki 2018-19 mein passenger revenue 51000 crores tha aur FY 2024-25 mein passenger segment revenue Rs. 90000 crores ke paas hogi. Ab agar hum current financial year ke liye estimate karein toh revenues 75000 se 78000 crores ke as paas honge. Issliye hum surakshit roop se keh sakte hai ki passenger revenue subsidy 25 percent tak zaroor ghat gayi hogi. IR ke paas COVID 19 se pehle ki daily average trains around 13500 thi, aur abhi IR daily average 10500 trains operate karta hai. IR ne lagbhag 1300 passenger class trains, 1200 mail/express trains ko viability na hone wale routes pe band kar diya hai aur 500+ passenger trains ko Mail/express trains mein upgrade kiya hai. Issse realisations improve hui hai aur operating expenditure kam hua hai.
Saarvavyapi taur par, IR ne passenger revenues ko improve karne ke liye ek accha strategy apnaya hai, jisme unviable routes ko kam karne ka shamil hai, passenger trains ko Mail/express mein convert karna, AC berths ko reserved category mein 10 percent se 40 percent tak badhana, VB trains ka introduction karna, aadi. IR agle 3 saal mein passenger segment mein zero loss tak pahunch jayega, yeh toh sure hai, lekin iske liye woh chunav ke baad Second class aur Sleeper class ki fare 15 se 20 percent badhaye. Issse yeh segment bhi profitability tak pahunchega aur lower middle class ko IR ke long distance travel mein upyog karne ka mauka milega aur IR sabhi segments ki sewa karega.
