Yes i agree but IR needs to focus on short term revenue as well.
Track Maintenance is not a source of revenue but yes it can cause of major loss in forms of accidents. Speed Upgradation to 130 can be helpful if fare of trains doing 130 will increase but without Kavach installation, it is not only unsafe but expensive as well.

So IR must prioritize Kavach installation at first place and in parallel IR should focus on track maintenance.
Introducing 500 Vande Bharat is nothing but a joke, Around 10 Vande Bharat trains will required to be introduced every week. Our tracks are not having this much capacity of train handling.

Maintaining the tracks doesn't bring in any money, but if they don't do a good job, it can lead to some serious accidents. Upgrading the speed to 130 km/h would be cool if they increase the fare for those trains, but without installing safety measures (like "Kavach"), it's not only dangerous but also gonna cost a pretty penny.
So, the IR should definitely prioritize installing "Kavach" first and at the same time, get their act together with track maintenance too.
And seriously, introducing 500 of these Vande Bharat trains is a total joke man! We don't even have enough capacity on our tracks to handle 10 of them a week!
