Sanket, I know about ECR's negligence, all I am saying is that to have any hope of improving services in the region, we have to elect far better political representatives. See, when you are weak, everybody kicks you. Whatever happened earlier cannot be continued na! Dhanbad's population is exploding, the infrastructure is so poor that it has nearly crumbled under the pressure.
What am I saying is that ECR which earlier itself had a negligent attitude towards DHN, is now well aware of how politically weak DHN is. So this attitude will carry on, until we elect better representatives.

more... I fully understand your gripe with ECR's lacklustre attitude towards providing railway services, you got to understand that politics does play a significant role in the decision-making process, especially when it comes to resource allocation and funding.
