Some History:-
1. In 1967 when the proposal of Non Stop AC Deluxe train for connecting Delhi with All Capital Cities of all Indian states was presented in Parliament, Sri Atal Bihari Vajpayee ji tore down that paper citing Indian Railways being made out of reach of Common man.
2. The then Rly minister & the then Rly board Chairman did a meeting with Atal ji at his Delhi residence & he supported the proposal with a few conditions.

more... Then in 1969 when Rajdhani Express was slated 2 b introduced between HWH - NDLS, Atal ji in the parliament accused INC of not keeping their 1967 meeting resolution. Atal ji wanted NDLS - BCT(Now MMCT) Rajdhani via Ratlam-Baroda to start first, then followed by NDLS- BVT(Now CSMTM) Rajdhani via Jhansi-Bhopal & NDLS - BSB Rajdhani via Lucknow-Ayodhya.
4. But due 2 technical advantage Howrah - Delhi route was chosen as that time only DLS of HWH & MGS was housing WDM4 Locomotive, which were used to haul the 1st Rajdhani Express between HWH - NDLS.
5. Atal ji was confident that the Rajdhani Express plan will fail miserably as it didn't start with NDLS - Mumbai route connecting the 2 most populated cities that time.
6. Surprisingly HWH - NDLS Rajdhani became so popular by 1972 that IR introduced NDLS - BCT Rajdhani Express.
7. Since HWH Rajdhani was going via MGS, 18 kms from BSB, 3rd Rajdhani Express to BSB was never started.
