Dear friend there are some observations:
(1) there are many short distance chaircar trains running on Mumbai-NashikRd-Manmad route with just about 17 coaches instead of max permissible 24 coaches.
(2) there and 35+ long distance trains from Mumbai to BSL round the clock giving overnight as well as day time service.
(3) The chair car traffic from MUM-Jalgaon/BSL may not be enough...
more... to justify a dedicated train, the need for MUM-BSL JS on the super saturated route appears doubtful. It would be better to augment the existing trains to 24 coaches to fulfil unfulfilled demand, if any.
(4) Reverse JS from CSTM-MMR-AWB-Jalna (departin Mum at morning and coming back at night) could be a better option than CSTM-MMR-BSL JS.
