Mr good wisher, sarkari kaam aise hi hote hai, pahle kaam baad me paisa. Warna tender company pure paise lekar kaam nahi karegi, diwaliya ghosit ho jayegi, sarkari paisa waste ho jayega. Railway hi nahi saare sarkari kaam aise hi hote hai. Pahle kaam bad me paisaa. Kisi sarkari department ke pass itna time nahi ki tender company ke pure paise lekar haath khade karne par, court me case ladte rahe. Islie tender companies pahle kaam karti hai, fir installment me thoda thoda paisa pay kiya jaata hai, last me quality check karke like CRS inspection type, kamiyon ko tender company se durust karaya jaata hai, fir balance pura payment kiya jaata hai.
