I remember there used to be close monitoring of the VB trains in the initial days by the RB. Has it stopped? If no, how come they keep on introducing and running while elephants?

In India this VB is the longest running VB in terms of time. And its average speed is not upto the mark. If got speeded then then could had morning departure from tata and noon departure from Berhampur
I guess, it is still being monitored. But Monitoring criteria may have been changed.

22309 HWH BGP VB is slower than 13015/13333/18604/12349 in MDLE-BGP section..
but 22310 is way more faster other trains in this section take only 38min for 48 kms

This much of slack is given only because of its route (chaibasa-banspani line).
The introduction of VB with avg speed lower than 75kmph is no use.

Disagree. Your suggestion goes against the har gaon vande bharat yojana :P

This is Rake 33, which was alloted to WR & was used for some time with Chennai - Vijayawada Vande Bharat Express

SER has now become a dumpyard of old coaches and rakes from other zone. SER gets very very few new lhb coaches from PUs, new coaches goes to other zones and old lhb coaches from other zones comes to SER as replacement.
Similarly for VB rakes now, Rourkella-Howrah VB & 1rake of Tatanagar-BAM VB is old VB rakes from other zones.
In last 1 year specially SER got very very few lhb coaches allocated from RB , PUs. If i am not wrong , in last 1 year only 1 train got...

Even ranchi banaras VB has same amount of PM time just like the old time table of berhampur VB. Instead of deciding this long route VB, why didn't Tata-Banaras Vande Bharat express, not got approved? First proposal was sent for Banaras Vande Bharat from Ckp division.
There is very high traffic of goods trains in this section. So even after tripling, SER is unable to cope with the traffic of trains. Presently, SER is focusing only on goods trains to earn money. So very few trains run in this section. Nearly all branch lines are in similar condition. See Barsuan - Birmitrapur section. There is only one passenger train. See Bimalgarh - Kiriburu section. There is no train. Only one staff shuttle that is providing free ride is operating there.
