Brother they are gonna increase number of coaches from 24 to 26..india's population is so much that you cannot make each and everyone happy..they have given a enquiry counter for all..everyone whether rich or poor stands in the same queue to get an answer to their query..thats really bad of you to say that railways is for rich..
The service depends on the amount that every person is saying...if someone is paying more than he is entitled for good service..but whoever is paying less would obviously get an average service..

The tracks in India are saturated with trains. Number of tracks are not in ratio with the trains plying on them. This leads to slow speed which ultimately leads in trains getting late. An example- If we don't talk about premium trains like Shatabdi, Rajdhani etc., all other trains halt at places before major stations prior to entering, called as 'outer'. It's because the trains which are sparse on tracks get concentrated at stations. So, the platforms are full with some or the other train. This halt at 'outer' delays trains even if they have run at a good speed. Also sometimes trains are not asked to leave the station as per schedule as they make sure the trains running ahead of it must have crossed certain station in order to ensure safety.
Another reason- The behavior of the passengers. In places like UP & Bihar, people pull chains and forcefully apply vacuum brakes. The population density of this region is very high and number of stations catering to the people are less comparatively, so they have their own reasons. This though is a crime yet is rampant in these regions. It makes trains late and some places are notorious for this kind of practice.
