Lol yes, it's even slower than Kolkata - JAT Express. The only train slower than this is Krishak but that creates a new route for itself and nobody travels end to end in it.
It is a unit itself for being a slow train between BSB and LKO.
It has an average of only ~24 kph b/w AY and LKO, very low considering the line is now electrified and doubled as well, I guess.
My opinion of 13307/08, this TT can be used.

Another infamous candidate is the old dawg 13009/10.
Here’s a fun anecdote, few months back I went on a trip up north with a couple of college friends. While returning back, we took the 13010 from rishikesh overnight upto Lko. We Deboarded at lko around 10:30 the next morning, went to our hostel, took a rest and packed up our stuff to board 20402 back home to bsb the same day. We arrived at bsb around 22:40 and imagine my surprise watching the same 13010 that we had left at lko in the morning standing just next to us. It had arrived at bsb just a few mins back as well. Was a fun trip!
