MA&UD allocations see little raise; no mention of Metro Rail expansionThe 2024-25 Telangana budget allocated ₹2.75 lakh crore, but details on urban development, particularly for Hyderabad, are vague. While ₹1,000 crore was allocated to the Musi River development project, the overall budget for Municipal Administration & Urban Development (MA&UD) is only marginally higher than last year's ₹11,372 crore, at ₹11,692 crore....
more... Last year's budget included dedicated funds for the Rajiv Gandhi International Airport and Metro Rail, but this year's budget doesn't specify these projects. Plans for expanding the Metro Rail into the Old City and beyond were previously announced by Chief Minister A. Revanth Reddy. The Musi River development project aims to clean the river, develop its catchment area for employment generation, and revive the riverfront. This project will include pedestrian zones, plazas, heritage zones in the Old City, and will be partly funded through the monetization of the riverfront. The budget proposes a three-zone plan for decongesting Hyderabad and other regions: urban (within the Outer Ring Road), peri-urban (between the ORR and the proposed Regional Ring Road), and rural (beyond the RRR). Separate development plans will be made for each zone. The Greater Hyderabad Municipal Corporation (GHMC) is struggling under debt from previous road development projects, and the budget didn't offer direct support. However, GHMC officials expect around ₹1,000 crore to be allocated from the overall funds for the corporation. The budget speech, tinged with political overtones, attributed the success of Hyderabad's IT sector, Metro Rail, airport, ORR, and other infrastructure to previous Congress regimes, implying that these achievements were not for personal gain but for the benefit of the people. The Minister emphasized cleaning up systems to ensure equitable benefit.

Last year ke budget mein Rajiv Gandhi International Airport aur Metro Rail ke liye dedicated funds diye gaye the, but is saal ke budget mein yeh projects specifically mention nahi kiye gaye hain. Old City mein aur uske aage Metro Rail ko expand karne ke plans pehle Chief Minister A. Revanth Reddy announce kar chuke hain. Musi River development project ka aim hai river ko saaf karna, uske catchment area ko employment generation ke liye develop karna, aur riverfront ko revive karna. Is project mein pedestrian zones, plazas, Old City mein heritage zones bhi include honge, aur yeh project partly riverfront ke monetization se fund hoga. Budget mein Hyderabad aur dusre regions ko decongest karne ka three-zone plan propose kiya gaya hai: urban (Outer Ring Road ke andar), peri-urban (ORR aur proposed Regional Ring Road ke beech), aur rural (RRR ke bahar). Har zone ke liye alag alag development plans banaye jayenge. Greater Hyderabad Municipal Corporation (GHMC) pehle ke road development projects ki wajah se debt mein dubi hui hai, aur budget mein iske liye direct support announce nahi kiya gaya. But, GHMC officials ko ummeed hai ki corporation ke liye overall funds mein se ₹1,000 crore allocate kiye jayenge. Budget speech mein thoda political tinge bhi tha. Minister ne Hyderabad ke IT sector, Metro Rail, airport, ORR, aur dusre infrastructure ki success ko pehle ke Congress regimes ka credit diya, aur iska implication ye tha ki yeh achievements personal gain ke liye nahi, balki logon ke fayde ke liye thi. Minister ne equitable benefit ensure karne ke liye systems ko saaf karne par zor diya.
