Divisions like Dhanbad, Chakradharpur, Bhopal and Bilaspur are the biggest assets of their respective zones!
ECR gets 85-90 percent of it's gross income from Dhanbad Division's coal loading alone!
Transfering Dhanbad division on it's whole is an impossibility as ECR and infuential politicians from Bihar wouldn't allow it...

more... would be two practical solutions to the given problem of negligence to Jharkhand!
1. Strongly lobby for creating a railway zone for Jharkhand with HQ at either Tata, Dhanbad and Ranchi. Don't hate me but I would rather the former two as the HQs of the newly formed zone. It is not that I dislike Ranchi, but in my opinion Ranchi isn't such a great railway asset like Tata or Dhanbad.
There are several problems in forming this so called new zone. Firstly the politicians from Bihar and Bengal will never allow it. Crafting out CKP & DHN from SER or ECR will reduce the zone's influence drastically....
SER would be finished if you take out CKP! Assets like TATA, JSG and ROU would be gone...
ECR would suffer even bigger as assets like SGRL, RNQ, OBRA, PTRU, CKP, GMO will be gone with DHN...
2. The second solution would be a more practical. Split DHN division into DHN & SGRL Divisions.... and transfer SGRL to WCR and DHN to ER...
DHN and SGRL should ideally be under WCR and ER by virtue of their geographical positions.
And ideally the incumbent DHN division is big enough to be splited into two...
However I doubt ECR or the powerful political players from Bihar would allow that...
Don't forget inclusion of DHN in ECR was orchestrated by the honourable current Bihar CM...and there was a huge battle that raged on between two powerful politicians of Bihar and Bengal over DHN's claim...
So, either of the two happening would be nothing short of a miracle!!!
